Brussels: Eleven European Union member states have collectively called for the European Commission to implement more stringent and binding restrictions on Schengen visas for Russian nationals. These nations are citing security concerns and the continued influx of Russian tourists, despite the ongoing conflict in Ukraine.
According to Anadolu Agency, a joint letter was sent to EU foreign policy chief Kaja Kallas and Migration Commissioner Magnus Brunner. The letter, obtained by Polish broadcaster TVP World, was signed by Poland's Foreign Minister Radoslaw Sikorski and Interior Minister Marcin Kierwinski, as well as officials from Sweden, the Czech Republic, Denmark, Estonia, Finland, Latvia, Lithuania, the Netherlands, Norway, and Iceland. The signatories emphasized the need for a unified European Union approach to ensure the effectiveness of the bloc's foreign and sanctions policies.
The letter highlighted concerns about the number of Russian tourists visiting Europe while the war in Ukraine persists. The officials expressed their unease over Russian citizens enjoying leisure travel to European destinations, a situation they find troubling given the ongoing conflict.
Citing figures mentioned in the letter, 477,878 Schengen visas were issued to Russian citizens for tourism purposes in 2025, with many being multiple-entry visas. The ministers argued that this figure contradicts European Commission guidance advising stricter regulation of non-essential travel by Russian nationals.
The letter also warned of potential security risks associated with access to the Schengen area, particularly the movement of individuals who have participated in the conflict in Ukraine. The signatories urged the Commission to amend the EU Visa Code, enforce stricter rules on multiple-entry visas, enhance oversight of visa issuance, and consider blocking entry for former or active Russian combatants.
The ministers concluded by stating that a restrictive visa policy towards Russian citizens is vital for safeguarding the security and integrity of the Schengen area.
