Washington: A former CIA officer has been arrested for allegedly stealing $40 million worth of gold bars by orchestrating a fake spy program to deceive government defense contractors into funding the operation.
According to Anadolu Agency, David Rush was taken into custody last month after authorities discovered 303 gold bars in his home. He allegedly created a "black box" spy program, which is described as a "highly classified intelligence program" intended for the most secretive operations, as stated by individuals familiar with the investigation. The report indicates that Rush used this fraudulent spy program as a means to funnel millions of dollars for his personal benefit, enlisting two colleagues to assist in carrying out the scheme and effectively making them unwitting accomplices.
Rush, who served in the CIA's Directorate of Science and Technology, faces one count of theft of public money as part of a government criminal investigation. He has not entered a plea to the charges, and during a detention hearing in a federal court in Virginia, a judge determined that Rush would remain in custody until his next hearing due to being considered a significant flight risk.
In the aftermath of Rush's arrest, the CIA has placed several agency officials on leave while the FBI and spy agency investigations continue into the fraudulent scheme. The revelation of the "black box" scheme has raised concerns among insiders regarding the vetting process for individuals working within the agency. Officials are left questioning how Rush could independently create a "black box" for a fictional spy program without obtaining approval from his superiors. Investigators are also probing whether the two colleagues involved were aware of the fraudulent nature of the program.
Sources familiar with the investigation revealed that the fake program involved "continuity of government" operations, which are designed to maintain federal government functions in the event of nuclear war, natural disasters, or other catastrophic events. Rush allegedly used the fake government continuity program and fraudulent contract to persuade a government defense contractor to purchase large quantities of gold.
Rush was arrested on May 18 after the FBI raided his residence, seizing 303 gold bars valued at approximately $40 million, $2 million in cash, and 35 luxury watches. At the Friday hearing, Assistant US Attorney Gavin Tisdale described Rush as a "master manipulator" who misled colleagues about his background and lied to neighbors about being a Navy pilot, a claim he also made to the CIA when securing his position.
US Representative Jim Himes, the leading Democrat on the House Intelligence Committee, expressed outrage upon learning of Rush's arrest. "This is just staggering," Himes stated. "Keeping gold bars and wads of cash in your house is not exactly top-notch tradecraft. From an oversight standpoint, how the hell did this happen?"
