Hamas Engages in Cairo Talks on Gaza Ceasefire Implementation

Cairo: Hamas announced that it has commenced meetings in Cairo with mediators and Palestinian factions to discuss the completion of the first phase of the Gaza ceasefire agreement and to arrange the second phase. In a video statement, Hamas spokesman Hazem Qassem stated that the meetings will focus on ensuring the full implementation of the initial phase, which includes addressing Israeli violations, reopening border crossings, and facilitating humanitarian aid into Gaza.

According to Anadolu Agency, the discussions will also cover issues related to the second phase of the ceasefire agreement. This includes proposals for deploying international forces in Gaza and disarming Palestinian factions. Qassem emphasized that Hamas is approaching the negotiations with a sense of national responsibility, prioritizing the interests of the Palestinian people.

A senior Hamas delegation, led by Khalil al-Hayya, the movement's leader in Gaza and chief negotiator, arrived in Cairo on Friday. The delegation aims to complete the implementation of the first phase of the ceasefire agreement and establish mechanisms for advancing into the second phase.

Donald Trump had announced a 20-point plan in September, outlining a ceasefire framework that includes the release of Israeli captives, Israel's withdrawal from Gaza, the formation of a technocratic administration, and the deployment of an international stabilization force, alongside a call for Hamas to disarm. The first phase of the ceasefire included a truce and prisoner exchange between Israel and Palestinian factions, though Palestinian sources report continued Israeli violations.

Under the second phase, Israel is expected to further withdraw from the territory while an international stabilization force would take on security responsibilities. This includes facilitating the delivery of humanitarian aid and reconstruction materials. Despite the ceasefire that took effect on Oct. 10, 2025, the Israeli army has continued near-daily attacks, resulting in casualties among Palestinians, as reported by the Gaza Health Ministry.
