Shanghai: Chinese Premier Li Qiang on Saturday proposed establishing a World Artificial Intelligence Cooperation Organization to promote international collaboration and shared governance in artificial intelligence. Speaking at the opening of the 2025 World Artificial Intelligence Conference and the High-level Conference on Global Governance of Artificial Intelligence in Shanghai, Li said China is ready to conduct joint technical research with other countries and support inclusive development in the sector.

According to Anadolu Agency, Li emphasized that regardless of advancements in science and technology, they should be used and controlled by humans, ensuring development is directed towards good and inclusiveness. He stated, "Artificial intelligence should also become an international public product for the benefit of mankind."

The three-day summit, held under the theme Global Solidarity in the AI Era, gathered over 1,000 delegates from governments, academia, and industry. In his keynote address, Li echoed President Xi Jinping's call to advance AI development while ensuring its safe and ethical use.

A statement from the Chinese Foreign Ministry highlighted Li's remarks on the rapid progress in large language models, multimodal systems, and embodied intelligence as examples of AI technologies reshaping both economies and daily life. He noted that these changes present both opportunities and risks, necessitating coordinated global action.

Li outlined three priorities for the future: expanding open access to AI advancements, increasing international cooperation in research and talent exchange, and building a unified global framework to govern the technology. In a video address, UN Secretary-General Antonio Guterres supported the call for inclusive and safe AI development through robust international cooperation, aligning with Beijing's appeal for broader consensus on AI governance.
