Berlin: Germany announced its decision to suspend new development aid to Rwanda, citing concerns about Rwanda's alleged support for the M23 rebels involved in the conflict in eastern Democratic Republic of Congo. This move comes amid ongoing tensions and violence in the region, with the M23 rebels reportedly leading an offensive.

According to Anadolu Agency, Germany's Development Ministry issued a statement indicating that Berlin will 'further restrict the scope of its bilateral cooperation' with Kigali. The suspension includes halting new financial commitments and reassessing current development cooperation with Rwanda, as well as ceasing 'high-level participation' in related events.

Germany's decision aligns with actions taken by other nations, including the United States and the United Kingdom, who have implemented measures in response to the situation. Germany expressed support for African-led mediation efforts and condemned the allegedly Rwanda-backed M23 offensive, labeling it a violation of a ceasefire under the Luanda Process, as well as a breach of Congo's territorial integrity and sovereignty.

Berlin communicated its decision to Kigali in advance and emphasized its ongoing contact with Congolese parties regarding Rwanda's security concerns. The M23 rebel group has been increasing its territorial control in eastern Congo since December, capturing provincial capitals such as Goma and Bukavu.

The conflict has resulted in significant casualties, with more than 8,500 deaths and at least 5,700 injuries reported since January, according to Congolese Health Minister Samuel-Roger Kamba.
