Ankara: Libyan Prime Minister Abdul Hamid Dbeibah and Qatari Minister of State at the Foreign Ministry Mohammed al-Khulaifi engaged in discussions on Wednesday regarding the advancements in a four-way cooperation initiative involving Libya, Qatar, Trkiye, and Italy, aimed at addressing irregular migration challenges.

According to Anadolu Agency, the meeting took place in Tripoli, as confirmed by a statement from Libya's Government of National Unity. Although the statement did not disclose specific details of Khulaifi's visit, it highlighted the review of progress under the four-way mechanism and the efforts to enhance the pilot operations room that has been launched.

The discussions also centered on expanding joint programs focused on capacity building, combating irregular migration, and supporting voluntary return initiatives. The goal is to transform the existing framework into a practical mechanism for coordination among the four countries involved.

The four-way initiative, announced by Dbeibah in April, seeks to bolster security and technical cooperation to counter irregular migration and mitigate migrant flows across the Mediterranean. Central to this initiative is the strengthening of Libya's border-monitoring capabilities and the dismantling of migrant-smuggling networks.

Formal operations under this mechanism began in the first half of 2026, with the joint operations room commencing work from its Tripoli headquarters on June 18. Additionally, Dbeibah and Khulaifi explored bilateral relations and the potential for Qatar to play an expanded role in supporting Libya's stability and political and economic development processes.

Dbeibah expressed appreciation for the Qatari official's visit to Tripoli and Benghazi, emphasizing the importance of continued communication with various Libyan parties. He also expressed hope for a more significant Qatari role in the future to bolster stability, achieve political consensus, and enhance regional and international coordination concerning Libya.
