Nato: NATO "strongly" condemned Russia's "malicious cyber activities," asserting these actions threaten allied security and serve as destabilizing tools amid Moscow's war on Ukraine. The alliance's statement emphasized the solidarity with Estonia, France, the UK, and the US, which have attributed recent cyberattacks targeting NATO allies and Ukraine to Russia's military intelligence service (GRU).

According to Anadolu Agency, Germany and the Czech Republic also attributed malicious cyber operations to APT 28, a group associated with the GRU, earlier in 2024. NATO expressed concern over the targeting of governmental entities and critical infrastructure across the alliance, including in Romania. The statement highlighted the role of cyber and hybrid threats in Russia's ongoing campaign against NATO allies and Ukraine.

NATO called on Moscow to cease its "destabilising cyber and hybrid activities" and accused Russia of disregarding the UN framework for responsible state behavior in cyberspace. The alliance affirmed that Russia's actions would not deter its support for Ukraine, including cyber assistance through the Tallinn Mechanism and IT capability coalition.

The alliance reiterated its commitment to a "free, open, peaceful and secure cyberspace" and urged all states, including Russia, to fulfill their international obligations and act responsibly in cyberspace. NATO vowed to employ a full range of capabilities to counter cyber threats, with responses coordinated with partners like the EU.
