According to Anadolu Agency, reconstruction plans for the war-torn enclave have come under scrutiny amid fears they could lead to the permanent displacement of Palestinians. Critics argue that these plans may serve as a strategy for the ethnic cleansing of Gaza. A central proposal is the 20-point plan introduced by US President Donald Trump, which has received international support, including from several Arab and Muslim nations.
However, analysts caution that Israeli Prime Minister Benjamin Netanyahu's political strategies pose a significant threat to the implementation of Trump's proposal. Ihab Maharmeh from the Arab Center for Research and Policy Studies in Doha highlighted the recent Israeli strike on Qatar, which disrupted mediation talks, as evidence of Netanyahu's intent to prolong the conflict in Gaza.
Reports from American and international outlets have noted Trump's increasing frustration with Netanyahu, particularly following the attack on Qatar. This led to a joint apology to Qatar's prime minister and an executive order from Trump pledging to defend Qatar militarily if necessary.
Robert Geist Pinfold of King's College London emphasized that Netanyahu's political agenda takes precedence over peace initiatives. Despite multiple proposals from the Biden administration and Gulf countries, Netanyahu has consistently rejected efforts to end the conflict, prioritizing his political survival over regional stability.
In terms of displacement, Maharmeh warned of Israel's intention to forcibly relocate Palestinians to a concentrated zone in Rafah, potentially extending into Egyptian territory. He described this as part of a broader strategy of ethnic cleansing, despite the lack of agreement from Arab or Western states to facilitate such a transfer.
Trump's stance on this issue has shifted, with his plan now stating that no Palestinian will be forced to leave Gaza, although they will have the freedom to do so voluntarily. However, Pinfold noted that Netanyahu's decisions are driven by his political interests, suggesting that he would accept various outcomes, including ethnic cleansing or a ceasefire, based on what benefits him most.
Pinfold further argued that the Israeli government is indifferent to the fate of displaced Palestinians, with far-right elements focused solely on their removal from Gaza. The lack of consensus on relocation destinations means Palestinians could face varied futures, possibly involving resettlement in the Sinai Peninsula or abroad.
