According to Anadolu Agency, Trump made the announcement at a White House press briefing, stating that FEMA would be 'phased out' and that governors would need to assume greater responsibility for disaster response. Trump emphasized a shift in emergency fund distribution, indicating that future resources would come directly from the president's office rather than federal agencies.

US Homeland Security Secretary Kristi Noem supported the plan, suggesting that FEMA needs to be fundamentally restructured. The timing of this announcement coincides with the start of the US hurricane season, which NOAA forecasts to be particularly active with a 60% likelihood of above-normal storm activity in the Atlantic.
