UN Voices Concern Over Deadly Attack on College Dormitory in Luhansk Region

Luhansk: UN officials voiced deep concern Friday about reports of a deadly strike on a college dormitory housing students in the Russian-occupied Luhansk region. Edem Wosornu, director of operations and advocacy at the UN Office for the Coordination of Humanitarian Affairs, highlighted the grave human cost of the conflict at an emergency UN Security Council meeting, stating that the strike resulted in significant civilian casualties, including children. Wosornu emphasized the importance of civilian protection, underscoring that the ongoing war in Ukraine continues to defy international humanitarian law. According to Anadolu Agency, the attack reportedly left six dead and dozens injured, including children, in the town of Starobilsk. Wosornu reported that nearly 16,000 civilians have been killed and more than 44,000 injured in Ukraine since February 2022, with the actual figures likely much higher. Vanessa Frazier, the UN Secretary General's special envoy for children and armed conflict, expressed concern ove r the reports but noted the UN's lack of access to the area, making it unable to confirm details of the attack. She condemned all attacks against civilians and civilian infrastructure, which are prohibited under international law. Russia's UN envoy, Vasily Nebenzya, accused Ukraine of deliberately targeting the dormitory in a 'horrific terrorist attack' using four drones. He claimed the strike was intentional, citing multiple waves of drones striking the same area. In response, Ukraine's Permanent Representative to the UN, Andriy Melnyk, denied these allegations, asserting that Ukraine's operations targeted a Russian oil refinery on May 22, which he claimed was contributing to the 'Russian war machine.' Melnyk condemned Russia's accusations as part of a disinformation campaign designed to divert attention from its own war crimes and manipulate international opinion. He also noted that Russia launched 124 drones across Ukraine overnight, causing casualties despite most being intercepted.
