Brussels: Ukrainian President Volodymyr Zelenskyy has expressed that Ukraine is still in the process of negotiating with the United States to clarify critical matters, including the Donbas region, the Zaporizhzhia Nuclear Power Plant (ZNPP), and reparations loans. He emphasized that Kyiv remains uncertain about the implementation of US security guarantees should a conflict arise again.

According to Anadolu Agency, Zelenskyy addressed the media in Brussels after meeting with EU leaders, revealing that discussions with Washington are ongoing but have not yet resolved several sensitive topics. He highlighted the differing views on the Donbas region and the ZNPP, which is currently under Russian control and not operational. Zelenskyy reiterated the importance of these issues, asserting the need for the plant to function and for Ukraine to assert its rights.

Zelenskyy also mentioned the unresolved financial aspects, noting that Ukraine is still awaiting a detailed explanation from the US regarding the practical mechanism of security guarantees. He expressed concern over the lack of clarity on how these guarantees would function in the event of Russian aggression.

Furthermore, Zelenskyy pointed out that European partners have not yet discussed security guarantees on par with NATO's Article 5. He informed EU leaders about potential financial assistance decisions by year-end, stressing the risks associated with funding shortfalls and the importance of securing support.

The Ukrainian president mentioned ongoing work on a broader draft agreement to end the war, with ongoing discussions between Ukrainian and US teams on security guarantees, reconstruction, and financing. Despite these efforts, disagreements remain over territory and assets.

Zelenskyy also emphasized Ukraine's intent to utilize financial support for expanding domestic drone production if the conflict persists, highlighting the strategic importance of developing technological defense capabilities. He expressed the need to prevent financial mechanisms linked to frozen Russian assets from being exploited by Russia to obstruct Ukraine's plans.
