Repeated Displacement in Gaza Worsens Shelter Conditions Ahead of Winter

Gaza:Repeated displacement over three years of conflict has left shelters in Gaza increasingly deteriorated. Restrictions and funding shortages are hindering preparations for winter, according to a senior UN migration official.

According to Anadolu Agency – English, Karl Baker, the regional crisis coordinator for the Gaza response at the International Organization for Migration (IOM), reported that some Palestinians have been displaced up to eight times, resulting in damage or destruction to tents and other temporary shelters. This displacement forces families to seek new shelter frequently, and basic materials like tarpaulins require replacement every six months. However, humanitarian agencies struggle to bring in replacements at the necessary scale.

Baker emphasized the need to transition from temporary solutions to more durable shelters, though materials for stronger construction are restricted due to Israel's security concerns over 'dual-use' items. Despite IOM's constant communication with Israeli authorities, certain durable materials remain barred from entry.

Funding shortages and disruptions in international shipping further complicate the situation. IOM relies on suppliers from countries such as China, India, and Pakistan, but the financial resources remain insufficient to aid the estimated 1.8 to 1.9 million people needing shelter assistance.

Currently, only about 30% of Gaza is accessible to most of its population, forcing the displaced into crowded, flood-prone areas. With winter rains beginning, humanitarian organizations are working to mitigate flooding risks and deploy water pumps. However, Baker noted that ensuring displaced Palestinians endure the winter remains a significant challenge.

Reports earlier this month indicated that available shelter supplies cover only 17% of Gaza's winter needs, with over half of the tents and makeshift shelters in poor condition. Despite a ceasefire in effect since October 10, 2025, Israeli attacks and restrictions on humanitarian and shelter supplies persist.
