Antalya: Experts say COP31, to be held in Antalya, Trkiye, in November, should fully recognize the connection between water and climate on its agenda, and also build public awareness on sharing water during droughts.
According to Anadolu Agency, Ko Barrett, Deputy Secretary-General of the World Meteorological Organization (WMO), stated that Trkiye is not alone in experiencing more extreme rainfall and droughts, which are predicted results of climate change. She explained that increasing levels of greenhouse gas concentrations are trapping more heat and energy in the Earth's system, making storms and droughts more intense globally.
Trkiye recently recorded its highest national temperature of 50.5°C (nearly 123°F), highlighting the broader global concern about rising temperatures. Barrett emphasized the importance of addressing hydrological extremes, such as extreme precipitation and drought, on the COP31 agenda. She also pointed out that Trkiye's hosting of COP31 provides an opportunity to prioritize water issues within the climate agenda, by recognizing the link between water and climate and emphasizing the global goal of adaptation with water resilience and early warning systems.
Barrett highlighted that early warning systems are a cost-effective investment, offering $9 in benefits for every $1 invested. Such systems are critical for preparedness, especially in developing countries where disasters can set back economies significantly. Effective systems rely on updated risk assessments, accurate forecasts, and timely dissemination of warnings to enable proactive responses.
Eddy Moors, a professor and special advisor at the IHE Delft Institute for Water Education, echoed the sentiment that both wet and dry extremes are intensifying with climate change. He noted the visible impact in urban areas, where heavy rains cause flooding and dry spells exacerbate heat stress. Moors emphasized the importance of transboundary cooperation for Trkiye, given its shared rivers with neighboring countries, and the need for public engagement at COP31.
Moors also stressed the necessity of reducing greenhouse gas emissions and implementing agreements made at previous COPs. He advocated for public awareness, especially among children, to promote water sharing and conservation during times of scarcity. Moors concluded by urging individuals to take personal measures and make informed choices to address climate challenges.
