Iran, Qatar, Pakistan Engage in Trilateral Talks in Doha to Implement Washington-Tehran Memorandum

Doha: Senior negotiators from Iran, Qatar, and Pakistan convened in Doha on Wednesday to assess the implementation of a memorandum of understanding between Tehran and Washington, which aims to conclude their conflict. This meeting was reported by Iran's semi-official Mehr news agency.

According to Anadolu Agency, the discussions focused on the progress made in implementing the memorandum, addressing challenges in its execution, and exploring ways to accelerate its provisions, especially those related to Lebanon. The meeting also aimed to enhance bilateral cooperation in areas of mutual interest. Following bilateral talks between Kazem Gharibabadi, Iran's deputy foreign minister for legal and international affairs, and Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani, senior negotiators from the three nations held a trilateral meeting to evaluate the memorandum's implementation.

Gharibabadi, speaking to reporters after the discussions, emphasized that the talks centered on following up on the memorandum's provisions. He noted that working groups had been established to oversee the memorandum's implementation and negotiate a final agreement. However, he stressed that negotiations within these frameworks had not yet commenced. Consultations regarding the timing and venue of the talks are ongoing, and negotiations will begin once the 'necessary conditions' are met.

He further clarified in statements carried by the state news agency IRNA that no meetings occurred between the Iranian and US delegations in Doha. The Iranian delegation's meetings were restricted to joint and trilateral sessions with the Qatari and Pakistani delegations to follow up on the implementation of the Islamabad memorandum, particularly concerning Lebanon and the release of frozen assets.

US Vice President JD Vance remarked on Wednesday that President Donald Trump does not plan to restart military operations in Iran without a 'clearly defined purpose.' Vance affirmed that the ongoing discussions in Doha are 'going well,' highlighting the administration's commitment to negotiating in 'good faith.'

The memorandum of understanding between Washington and Tehran, facilitated by Pakistan, came into effect on June 18 after being electronically signed by Trump and Iranian President Masoud Pezeshkian.
