Beijing: Chinese lawmakers on Monday began debating a bill on the governance and environmental protection of Antarctica. The bill was submitted for a first reading to China's national legislature, the Standing Committee of the National People's Congress.

According to Anadolu Agency, the legislation aims to improve China's management and regulatory activities in Antarctica, including scientific research, tourism, and fisheries, while providing legal support for China's participation in the global governance of the continent. It would apply to Chinese nationals, officials, and unincorporated organizations conducting activities in Antarctica, as well as to foreign individuals, officials, or unincorporated organizations that organize Antarctic activities within Chinese jurisdiction or depart from Chinese territory to carry out such activities.

The bill encompasses 57 articles covering areas such as permits for Antarctic activities, environmental protection, inspection, observation and examination, security and supervision, legal liability, and supplementary provisions. Under the 1959 Antarctic Treaty, Antarctica is designated solely for peace and scientific research, a treaty that China ratified in 1983.
